Carmel is the largest master-planned community in Pflugerville, a roughly 800-acre development that will include more than 2,300 homes once fully built out. Several builders are active in different sections of Carmel, including Taylor Morrison, Pulte Homes, Meritage Homes, CastleRock Communities, and Ashton Woods and Starlight Homes in the Carmel East section, so the mix of floor plans, price points, and architectural styles varies depending on which part of the community you’re looking at. Residents have access to a community pool, a shaded pavilion with a gas grill, a playscape, and a network of hike and bike trails. At full build out, Carmel will be one of the larger single communities in Pflugerville, which is part of why the mix of builders and price points here is wider than in most established Pflugerville neighborhoods.

Carmel sits in the 78660 ZIP code on the eastern side of Pflugerville. It’s zoned to Pflugerville ISD, with kids typically attending Carpenter Elementary, Bohls Middle School, and Weiss High School, all within a mile or two of the community. Public records list “Carmel Master Community” as the registered property owners association, though which specific HOA applies can vary by section, so it’s worth confirming for any given address. The location gives residents quick access to SH 130 and puts Lake Pflugerville, along with the shopping and dining that’s grown up around eastern Pflugerville, within a short drive.
Amenities and location
The hike and bike trail network connects several sections of Carmel and links up with the neighborhood’s pool and pavilion area, so residents don’t have to leave the community for basic recreation. Being close to SH 130 matters more here than in some other Pflugerville neighborhoods, since it’s the quickest way to reach both the Austin side of the metro and the growing employment and retail areas east of Pflugerville.
Buying in Carmel
Because Carmel has multiple builders working in different sections at different phases, two homes on nearby streets can have noticeably different construction quality, standard finishes, and HOA obligations.
